    Okaloosa County Annual Sewer Rehabilitation Contract

    Gulf Coast Underground, LLC (GCU) completed the Okaloosa County Annual Sewer Rehabilitation Contract as the sole contractor under a task-order based agreement with Polyengineering, Inc. This contract was developed to support the County’s ongoing system rehabilitation efforts by addressing inflow and infiltration (I&I) through a combination of trenchless methods. The scope included both high-volume pipe restoration and structural manhole rehabilitation, allowing the County to prioritize and respond to infrastructure needs across the service area.

    GCU’s responsibilities under the contract included the rehabilitation of approximately 560 vertical feet of sanitary sewer manholes using epoxy and polymer-based lining systems. Work involved 4-foot diameter structures ranging from 6 to 12 feet deep, with additional rehabilitation of large-diameter surfaces. Each manhole was internally accessed, cleaned, and restored using spray-applied coatings designed to improve structural integrity and prevent future infiltration. Liners were installed by trained GCU crews following strict QA/QC protocols to ensure proper surface bonding, thickness, and coverage.

    In support of these efforts, GCU also installed over 20,600 linear feet of cured-in-place pipe (CIPP), completed more than 42,000 linear feet of CCTV inspection and pipe cleaning, and performed multiple lateral reinstatements using remote cutting methods. Additional services included full bypass pumping setups and traffic control in both residential areas and major roadways. GCU coordinated all field operations with County personnel and adjusted work methods based on site-specific constraints and flow conditions.

    Work was performed using GCU’s self-contained crews and company-owned equipment, ensuring full control over safety, schedule, and quality. Manhole rehabilitation tasks were completed under live flow conditions with confined space protocols and daily communication with the Owner to confirm field readiness and completion milestones. Each work order was completed as issued, with post-rehabilitation inspections used to verify that all I&I sources had been properly sealed and structural defects addressed. The contract was completed in accordance with project specifications and within the authorized budget and term. GCU’s performance under this annual agreement demonstrated the company’s ability to deliver targeted manhole rehabilitation as part of a responsive, flexible, and technically sound system renewal program that met the County’s evolving infrastructure needs.
