Gulf Coast Underground (GCU) completed the 2018 Sanitary Sewer Rehabilitation project for Jefferson County, AL, as part of a multi-phase infrastructure improvement program to reduce inflow and infiltration (I&I) and strengthen the long-term reliability of the county’s sanitary sewer system. Work was performed throughout multiple residential and commercial zones, requiring strict traffic control, live flow bypass planning, and ongoing coordination with county representatives and consulting engineers.
The project involved the installation of 70,486 linear feet of cured-in-place pipe (CIPP) lining. Prior to lining, GCU completed an equal amount of cleaning and closed-circuit television (CCTV) inspection to assess host pipe conditions and confirm suitability for rehabilitation. The mains ranged in size from 8″ to 18″ and were rehabilitated using trenchless methods that minimized disruption to surrounding infrastructure and surface improvements. All CIPP installations were conducted under active flow with carefully staged bypass systems.
In addition to mainline rehabilitation, GCU inspected 705 manholes and performed 744 vertical feet of manhole rehabilitation. Each structure was evaluated for structural condition, infiltration potential, and corrosion. Approved lining systems were applied to extend manhole service life and bring all structures into compliance with County standards. Crews implemented detailed access planning and sequencing to maintain public access and avoid utility conflicts.
GCU’s QA/QC program included real-time production tracking, post-installation video review, vacuum testing, and daily reporting. The team worked closely with Jefferson County inspectors and the design team to resolve field challenges, document completed work, and ensure that each work item met performance criteria. Environmental protection and safety measures were maintained throughout, including proper containment, restoration, and erosion control.
The 2018 Sanitary Sewer Rehabilitation project was delivered on time and within budget, with no major change orders or delays. GCU’s performance on this project demonstrates its capability to manage high-volume rehabilitation under public scrutiny while meeting demanding technical standards. The successful execution of this contract further highlights GCU’s position as a trusted partner in delivering durable, trenchless solutions for complex municipal systems.
