Gulf Coast Underground, LLC (GCU) completed the Baton Rouge Annual Parishwide Manhole Rehabilitation Contract under a task-order agreement issued by NCMC, LLC on behalf of East Baton Rouge Parish. The contract was structured to allow for flexible, needs-based rehabilitation assignments across the Parish’s sanitary sewer system, with each work order tailored to address inflow and infiltration (I&I), structural deterioration, or access issues. GCU was responsible for completing all assigned rehabilitation tasks throughout the contract term, coordinating directly with the Owner’s representatives to plan, execute, and verify the work.
A total of 1,227 vertical feet of manhole rehabilitation was completed using monolithic concrete polymer (MCP) lining systems. This method provided structural reinforcement and chemical resistance to extend the service life of aging manhole structures, many of which exhibited signs of infiltration or surface degradation. Each structure was internally accessed and prepared using high-pressure cleaning equipment and mechanical removal of loose materials, followed by spray-applied MCP to create a seamless, corrosion-resistant barrier. Work was performed under live flow conditions with confined space protocols and safety measures in place.
Additional work included the removal of internal manhole steps at 25 locations and the installation of manhole inserts where directed to reduce inflow. These items were integrated into the task orders to maximize long-term system performance and support the Owner’s I&I reduction efforts.
Rehabilitation sites were distributed across residential neighborhoods, utility easements, and roadway corridors. GCU coordinated daily field operations, traffic control, and safety requirements to ensure minimal disruption. All rehabilitation work was self-performed by GCU crews using company-owned equipment, providing consistency in quality and control over schedule and production.
The contract was completed in accordance with project specifications and within the authorized term. GCU’s performance demonstrates its capability to manage recurring municipal rehabilitation contracts, execute work under a flexible task-order format, and deliver reliable manhole rehabilitation services with a strong emphasis on safety, efficiency, and quality control.
