Through qualification-based procurement, Gulf Coast Underground was selected by the City of Albany, GA, in the Fall of 2018 as their Design-Build Partner for this project. The overall project has a Guaranteed Maximum Price contract value of $15,000,000, with the loan being administered through the Georgia Environmental Finance Authority (GEFA).

The main challenge for the project was to inspect, evaluate, design and construct the complete rehabilitation of over 33,000 LF of combined sewer interceptor flanking the Flint River. The pipe sizes range anywhere from 24” to 54” in diameter. Access issues and extreme heavy cleaning are just a few of the obstacles our Team has faced throughout construction. The goal is to have the project completed in under 2 years from start to finish. Had the City elected to use traditional Design-Bid-Build for this project’s procurement, it’s safe to say that the project would have likely taken 4 years to Design, Bid and Construct – with “low-bidder” quality and numerous change orders.
