Gulf Coast Underground (GCU) completed a $15 million design-build rehabilitation project for the City of Albany’s East Side and West Side Sewer Interceptors. This comprehensive infrastructure effort provided a single-source solution, combining design, permitting, assessment, and trenchless rehabilitation to renew critical segments of the city’s wastewater collection system. The project addressed severe infiltration and inflow (I&I), structural deficiencies, and long-term operational challenges across large interceptor lines.
The scope included 26,597.6 linear feet of cured-in-place pipe (CIPP) installation, 33,370.5 linear feet of CCTV inspection and cleaning, and 1,740 vertical feet of manhole rehabilitation. GCU assessed and rehabilitated 106 manholes and implemented 29,029 linear feet of bypass pumping to maintain continuous flow during construction. This design-build contract allowed for immediate mobilization, phasing, and streamlined project delivery, while ensuring alignment with the City’s evolving priorities and permitting requirements.
GCU led both the design and construction phases, developing technical rehabilitation plans, securing permits, and delivering all field operations with in-house crews. Services included site investigations, condition assessments, hydraulic evaluations, and construction sequencing plans. Throughout the project, GCU provided regular reporting and hosted progress workshops to keep stakeholders informed and ensure responsive decision-making. The approach enabled the City to maintain close control over the process without having to manage multiple contracts or consultants.
Work was performed under live flow in residential and commercial areas and required traffic control, environmental safeguards, and precise coordination to minimize disruptions. GCU’s trenchless teams managed complex bypass systems and ensured all manhole and pipe rehabilitation met or exceeded industry standards. Post-installation QA/QC included CCTV verification, vacuum testing, and restoration of all disturbed areas. The project’s technical and logistical complexity was matched with GCU’s ability to deliver consistent field performance and detailed compliance documentation.
This successful design-build effort was delivered on time and within budget and now serves as a key model for future infrastructure upgrades in the region. GCU’s leadership in both design and rehabilitation execution allowed the City of Albany to complete a large-scale program efficiently, with reduced risk, improved coordination, and a long-lasting impact on system performance.
