Gulf Coast Underground (GCU) served as the prime contractor for Jefferson County’s 2021 AMP06 – Structural Defect Identification and Replacement project, which spanned two full years of field activity. This task-order based contract was developed to assess and address structural defects throughout the County’s sanitary sewer system and included a broad combination of asset evaluation, targeted rehabilitation, and full-scale pipe replacement.
GCU’s field crews completed over 1.3 million linear feet of light cleaning followed by more than 1.4 million linear feet of CCTV inspection, using NASSCO-certified operators and reporting to provide detailed internal condition assessments. In addition, 58,764 linear feet of smoke testing was performed to locate sources of inflow and unauthorized connections. Where severe debris was encountered, GCU completed over 209 hours of heavy cleaning to restore full flow capacity and prepare segments for inspection or repair.
A major portion of the contract involved structural rehabilitation. GCU located and raised 191 buried manholes, repaired or replaced damaged structures, and performed 77 open-cut and trenchless segment replacements in areas where CCTV results indicated significant structural failure. Several repairs required deep excavation and coordination with local traffic and safety personnel.
The project also included 772 lateral inspections under Jefferson County’s Hydraulic Utility Service Assessment (HUSA) requirements, which contributed to critical modeling and long-term planning efforts. Restoration was completed in all disturbed areas, including roadway patching, concrete sidewalks, curb and gutter work, and sod restoration.
GCU coordinated closely with Hazen and Sawyer and County representatives, submitting weekly production reports, QA/QC logs, and GIS-formatted inspection data. Work was performed across a wide service area with minimal disruption to residents, and the project was completed on time and within the approved contract amount.
