Gulf Coast Underground (GCU) successfully delivered a comprehensive design-build stormwater rehabilitation project for St. Johns County, Florida, in the Moultrie Trails neighborhood. This community had been experiencing long-standing drainage and flooding issues due to the advanced deterioration of a 60-inch corrugated metal storm pipe that ran beneath both public and private property. The pipe had suffered significant corrosion and structural degradation, including several partial collapses that led to the formation of sinkholes and threatened adjacent infrastructure. St. Johns County initiated this project as an emergency priority requiring a fast-tracked and fully integrated delivery solution.
GCU was responsible for managing all construction activities and coordinating closely with design professionals and permitting agencies throughout the project. The centerpiece of the rehabilitation involved the installation of 527 linear feet of fiberglass-reinforced Cured-In-Place Pipe (CIPP), which restored structural integrity and eliminated the need for full pipe replacement in most segments. For two pipe sections that had fully collapsed (approximately 30 feet each), open-cut excavation and replacement were performed to reestablish flow. This trenchless approach minimized excavation and surface disruption, reducing both neighborhood impact and overall cost.
In addition to the pipe rehabilitation, the scope included installation of a riprap-lined outfall system, slope stabilization using geotextile fabric, inlet structure repairs, and full site restoration, including clearing, grubbing, grading, fencing replacement, and surface reestablishment. Post-construction, CCTV inspections were conducted to confirm proper liner installation and system functionality. The project required extensive coordination with FDOT, SJRWMD, FDEP, USACE, and the St. Johns County BOCC. The design-build delivery method allowed the team to streamline permitting and expedite delivery while maintaining high standards for compliance and performance.
The project was completed on schedule and within budget, restoring reliable stormwater conveyance to the Moultrie Trails community and significantly reducing the risk of future sinkholes and property damage. It stands as a strong example of GCU’s ability to execute technically complex, multi-agency stormwater rehabilitation projects under an integrated model, combining efficiency, innovation, and construction excellence.
