Monroe, LA
Gulf Coast Underground (GCU), LLC completed the trenchless rehabilitation of approximately 8,947 linear feet of 30-inch gravity sewer main along Texas and Standifer Streets in Monroe, Louisiana. The project was initiated to address structural deficiencies and reduce infiltration and inflow (I&I) in aging infrastructure. Designed and engineered by the City of Monroe, the rehabilitation included cured-in-place pipe (CIPP) lining, manhole restoration, and extensive bypass operations to maintain continuous flow during construction.
GCU performed all field operations, quality control, and sequencing, managing work through active residential and commercial corridors. Crews executed full pre- and post-CCTV inspection and cleaning, as well as heavy bypass pumping, traffic control, and trench safety. Manhole rehabilitation totaled over 6,600 vertical feet using a combination of resin-based and cementitious systems. Additional items included point repairs, open-cut replacement, drop connections, and multiple time-and-materials scopes to resolve emergency conditions such as water main breaks and debris obstructions.
Work was self-performed by GCU’s experienced rehabilitation crews and supported by in-house wet-out, QA/QC, and data management teams. All CCTV inspections followed NASSCO PACP standards, with reporting and deliverables finalized internally to ensure consistency and GIS compatibility. Final restoration included paving, topsoil replacement, and hardscape reconstruction across multiple work zones. GCU also coordinated closely with City personnel to accommodate scheduling needs and minimize service disruptions throughout construction. The project was completed in May 2025 and delivered in full compliance with project specifications and City requirements. GCU’s ability to manage complex, large-diameter trenchless rehabilitation under live flow conditions ensured safe execution, minimized community disruption, and provided long-term value for Monroe’s wastewater system.
