Gulf Coast Underground (GCU) completed the comprehensive gravity sewer rehabilitation project for Okaloosa County, Florida, as part of a multi-year effort to improve the performance, reliability, and longevity of the County’s wastewater infrastructure. This long-term capital improvement initiative focused on addressing aging sewer mains and manholes using trenchless technologies to minimize surface disruption and reduce long-term maintenance costs.
The project included the installation of 34,557 linear feet of cured-in-place pipe (CIPP), 44,960 linear feet of CCTV inspection, and 47,368 linear feet of cleaning to eliminate blockages and restore full system capacity. Over 1,400 linear feet of intrusive root growth was removed to reduce infiltration and inflow (I&I), and 421.6 vertical feet of manhole structures were rehabilitated using polymer and epoxy applications to provide long-term corrosion resistance. Pipe bursting was used to replace 100 linear feet of severely compromised mainline segments, and 169 branch services were reinstated through remote cutting techniques to ensure continuous service at all active laterals.
To support active work without disrupting existing service, bypass pumping was implemented using 123 pumps totaling 863 hours of operation. The project required ongoing coordination with the County’s team and design consultants to align with regulatory standards, permitting requirements, and environmental safeguards. Work was conducted in both residential and commercial zones and included careful phasing to reduce the impact on local traffic and utility customers.
This rehabilitation effort also incorporated a robust documentation and reporting structure to support quality assurance and compliance tracking throughout the project’s duration. Video inspection records, manhole assessments, and post-rehabilitation testing were compiled to demonstrate conformance with industry standards and to assist the County in future planning efforts. The transparent flow of data and reporting helped facilitate effective communication between all project stakeholders.
GCU’s comprehensive approach to quality control, documentation, and environmental compliance ensured the successful completion of this rehabilitation effort. The outcome supports Okaloosa County’s long-term infrastructure planning by reducing I&I, extending system life, and minimizing emergency maintenance needs. The project stands as a model of how trenchless rehabilitation can be effectively applied to large-scale utility systems with minimal community disruption.
