Gulf Coast Underground (GCU) completed a multi-year, task order-based contract for the Montgomery Sanitary Sewer CIPP Rehabilitation project on behalf of the Water Works and Sanitary Sewer Board (WWSSB). The program aimed to address inflow and infiltration (I&I), restore structural integrity, and improve long-term functionality across Montgomery’s wastewater collection system. Under this flexible, citywide contract, GCU delivered rehabilitation work annually based on evolving system needs and funding availability.
As part of the overall scope, GCU installed over 269,000 linear feet of cured-in-place pipe (CIPP) lining across 6″ to 24″ gravity sewer mains throughout the city. Crews also completed more than 276,000 linear feet of pre-cleaning and CCTV inspections to assess pipe condition and support design-level planning for each task order. In addition to lining, GCU executed 53,815 linear feet of heavy and tuberculation cleaning, installed 1,792 end seals, and performed 3,052 service reconnections using robotic and internal inspection tools. Over 8,700 LF of additional CCTV and 25 lateral video inspections were conducted to verify post-installation conditions and ensure quality assurance.
Construction occurred across a range of environments, including dense residential corridors, commercial districts, and high-traffic zones. Work was completed under live flow conditions and required close coordination with city staff, neighborhood stakeholders, and inspection teams. GCU deployed multiple specialized crews across Montgomery to maintain an aggressive schedule, adjust to task order priorities, and minimize disruption to residents and businesses. Environmental compliance, safety planning, and material staging were all integrated into daily operations to ensure consistency and control.
Each task order required tailored execution strategies to meet specific challenges—such as navigating utility conflicts, accessing limited easements, or sequencing bypass operations during peak flows. GCU worked closely with WWSSB to plan and execute these tasks with minimal interruption to the surrounding infrastructure. Frequent QA/QC reviews and video documentation ensured compliance with city specifications and consistent performance from start to finish.
GCU consistently delivered high-quality results, completing all work within schedule and budget. The Montgomery project highlights GCU’s ability to manage long-term, high-volume rehabilitation contracts with flexibility, responsiveness, and a strong track record of successful municipal partnership.
